1992
Obtained the Ministry of Labor’s Private Employment Services Institution license with a registered capital of NT$20 million.
1993
Became a founding board member of the Taipei Employment Service Institute Association (TESIA).
Developed the first comprehensive foreign labor management system, initially implemented in the Taipei MRT CH222 project (Hsin-Tien Wan-Lung MRT Lot). This system managed foreign workers' daily needs, payroll, remittances, taxation, and cost analysis for project owners.
1998
A serious foreign labor riot occurred at the Formosa Plastics Sixth Naphtha Cracker Complex (Mai-Liao), involving up to 6,000 foreign workers. In response, the Ministry of Labor immediately froze the foreign labor quota for the project.
Due to the severity of the situation, Formosa Plastics’ central management office entrusted our company with taking over the management of approximately 3,500 foreign workers at the Mai-Liao Sixth Naphtha Cracker Complex. Under the operation of our well-established management system, CHR successfully passed inspections conducted by the Bureau of Labor Affairs and the Ministry of Labor. Ultimately, our efforts effectively resolved the foreign labor crisis at the Sixth Naphtha Cracker Complex.
1999
Recognized by the Yunlin County Police Bureau for outstanding foreign labor management.
Achieved ISO-9002 quality certification from the UK’s United Registrar of Systems Ltd.
2000
Officially approved by the Investment Commission to establish our Mainland China branch, Dahua Human Resources Development Co., Ltd.
Received a Certificate of Appreciation from the Thai Ministry of Labor and Social Welfare.
Integrated the essence and core principles of the Comprehensive Management System and ISO-9002 Quality Procedures, establishing a full-scale Performance and Quality Management System (ERP-based operational platform)
2001
Undertook the Taiwan High-Speed Rail C215, C270, C230, S250, T200, T210, T220, and D295 projects, introducing over 2,900 foreign workers and providing comprehensive foreign labor management services to employers.

Merged with a New Taipei City family-related employment agency association, adding 178 clients.
2008
Rated as an A-grade outstanding foreign labor intermediary service provider by the Ministry of Labor.
Undertook the Taipei MRT CG590A project, introducing 147 foreign workers and providing comprehensive foreign labor management services.
Merged with a Taoyuan City industry-related employment agency association, adding 23 manufacturing clients.
