Mid-Level Skilled General Construction Workers

Employer Qualifications

Employers must be engaged in public construction projects or major private infrastructure projects, with contract value meeting a specified threshold as recognized by the competent authority.

Maximum Allocation of Foreign Workers:
The number of foreign workers allocated is calculated as follows:
  • Allocation ratio based on the manpower demand model of project funding × 25%
  • Total foreign workers in the company (migrant workers + mid-level skilled workers + foreign professionals) must not exceed the manpower demand model ratio × 50%
Foreign Worker Qualifications
  • Migrant Workers: Must have worked in Taiwan for a continuous 6 years or accumulated 11 years and 6 months.
  • Overseas Chinese and Foreign Students: Must hold an associate degree (graduated from a vocational or junior college in Taiwan).
Note:

Foreign workers earning a monthly regular salary of at least NT$35,000 are exempt from the technical qualification requirements.

Salary Requirements

Monthly Regular Salary: At least NT$33,000, or Annual Total Salary: At least NT$500,000 (For first-time hires of overseas Chinese and foreign students: Minimum NT$30,000 per month)

Example:

"Regular salary" includes a monthly wage of NT$30,000 plus additional allowances or bonuses of NT$3,000. It does not include overtime pay, annual bonuses, profit-sharing, or performance-based bonuses.

Technical Qualification Requirements (Meet at least ONE of the following):
  • Specialized Certifications:
    Certificate of completion for Public Construction Quality Management Training
    Or Certificate for Occupational Safety and Health (OSH) Manager or Administrator
    Or Construction Industry Skill Certification (e.g., architectural painting and 31 other specified skills)
  • Training Hours (Minimum 80 hours):
    Certified by Construction Industry Associations or Training certificates issued by National Land Management Agency, Public Construction Commission, or Occupational Safety and Health Administration (OSHA)
  • Practical Work Recognition:Recognized by the National Land Management Agency
